Alcatraz is an island outside San Francisco. Crates with "Medical Supplies" are loaded by Shepherd Robots and ferried from Hyde Street Pier to Alcatraz.
The first genetic experiments of Noah Goring were transformed into reptilian Creatures; for a reason the subjects demonstrate incredible hostility towards the Orbs and ended up imprisoned in Alcatraz, including Ming. Only an Orb, verified by an optical scanner, can use an Orb Card to release the prisoners.
Knowing that the security system of Alcatraz must be foiled, Goring hoped that he and his friends (probably the Dragon Clan) would to carry out a plan to release the creatures, and defeat the Orbs. During his prior association with them, Goring managed to steal an Orb card, and set out to meet the Doctor and deliver it to him so that he could free the mutants and reach Hell. In turn he offered his help to retrieve the Viewer but was killed in the process.
The Manhunter boarded a crate from the Pier and came to Alcatraz. He found Ming and gave her the rabbit statue; she remembered her past. Using the Orb Card and an Orb-on-a-Stick he released the reptilians, and Ming protected him. She took the time to set him down in a nearby hot-air balloon, with which he reached Julius Castle. She waved goodbye and then joined the horde who reached the mainland.
