The Empire State Building (Fifth Avenue & 34th Street) is an important building in Manhattan, New York. It is given as the residence of Phil Cook.

The Orbs utilized it as the house of their Alliance Computer system and main radio transmitter; a room with a computer restricted to top control personnel only, such as Phil, gave reports or controlled important points around the city.

The Underground used an underground corridor that led from Abdul's Pawn Shop to the Building, supposedly to have access to it, and sabotage the Orb operations. Harry Jones had somehow obtained the password to the computer (UCUCC).
If the Manhunter comes to the Building too early, a door will be locked.
Having obtained the password from Jones's Theater in Times Square, the Manhunter accessed the terminal from Room 3 of the 71st floor and made some reassignments in order to turn against the Orbs. Later he hijacked an orb ship and destroyed the building.

Accessing Delta and tampering with its settings is optional. The Manhunter can activate the Signal Tracker, which won't affect the game; however if he does, and then re-selects Access Security, he can see some rooms of the Building, and then will be killed by the room's defense system.
