The Ferry Building is an Orbs center in San Francisco. There is a busy tower, on the top of which the Orbs do some buisiness, and many of them are seen flying to and fro.
Phil Cook landed his Orb ship there once arriving to San Francisco, pursued by the Manhunter.
Outside the building there was an announcement that the Orbs need the lost Viewer back.
After robbing the Bank of Canton, and fighting with his partner, Mic Stone visited the Building (apparently to notify the Orbs that he failed to return to Viewer); after that he returned to his hideout at the Embarcadero Fountain and died soon after.
After the Manhunter freed the mutan creatures from Alcatraz, they bombed the Building, and the area outside was filled of dead Orbs.
With the Orbs's operations in the city foiled, Cook he returned to the Building to flee on his ship; right then the Manhunter arrived from the underground using the Freedom drill machine, and ran after him.
