Freedom is a location in the tunnel complex under San Francisco, operated by the Orbs and their human slaves. It contains some machinery including a drilling vehicle. The code to operate the drill is tattooed on the arm of a slave.
One slave secretly met a Dragon in the Cable Car Barn and brought him a message: "They have almost reached Life. Bring us to Hell and we will show you Freedom. Beware the surface robots. Please hurry!"
The Dragons didn't manage to follow the plan, the Manhunter instead reached Hell and opened the gates for the slaves to come. They carried the Manhunter to the Freedom machine. With it he dug his way to the surface near the Ferry Building, hunting Phil Cook.
