Manhunters are humans employed by the Orb Alliance as agents that would investigate off-normal behavior. Although tracking disks implanted on all humans tracked their movements in the Human Tracking Records, they didn't reveal their identities, and it was up to the Manhunters to track wrongdoers' movements and identities.
Every morning, the agents are briefed by an Orb about the day's mission. Provided with a MAD computer, they access the Human Database Service and the Tracking Records to check on suspects's movements. At the end of the day they are supposed to identify and feed in the suspect(s)'s name(s).
Manhunters who eventually are deemed dangerous or need to be disposed of, are said to be "transferred to Chicago" and destroyed.
