The Viewer is a technological device of the Orbs of San Francisco. It provided view to the locations of the underground and the operations of their slaves.
It was stolen by the Dragon Clan and kept it in the Bank of Canton, with the purpose to view the underground and free the slaves. The Orbs hanged an announcement outside the Ferry Building that the Orbs need the lost Viewer back.
Day 1[]
Ratman Mic Stone with another mutant broke into the Bank, killed Tad Timov and stole the Viewer, obviously to bring it to the Rat's Den. Outside they are spotted by a Dragon whom the mutants killed.
They travel to the Warehouse perhaps intending to leave a message indicating success for Zac West. Stone however had promised to return the Viewer to the Orbs in exchange for a reward and jumps his partner. He wounded him but was unable to wrest the Viewer away from him. Mic retreats empty-handed to the Ferry Building and his partner leaves a message for Zac identifying him as a traitor.
Eventually the Ratman went to the Hyde Street Pier and brought the Viewer to the Den.
When Phil Cook arrived to S.F., the Orbs tasked him with finding the Viewer.
Day 2[]
Phil reached the Rat's Den, killed the King Rat and crowned himself their new ruler and got the Viewer, presumably bringing the mutants back to the control of the Orb Alliance. For some reason he didn't return the Viewer to the Orbs, perhaps because he enjoyed being King.
The Dragons considered to reacquire the Viewer by the means of Zac West. Meanwhile Noah Goring decided to approach the Dragons and ask for their help in accessing Alcatraz. The Dragons however asked from him to help them retrieve the Viewer.
Day 3[]
The next day, as Phil used the Viewer to look in the Orbs' underground operations (who got close to a big pocket of lava), the Manhunter entered the lair and crashed on top of Phil knocking him to the ground, damaging the Viewer.
